Alison Bacon

A town hall spokesman said: “We have to be guided by the people on the ground. They will know whether surrounding streets represent a hazard for pedestrians.”
, could easily become blocked by snowbound vehicles or perhaps include steep hills where cars are unable to brake properly in snow.
“At several schools yesterday we know there was also the added complication of an overnight power cut that knocked out heating systems.”
