A Burnley driver is still on the road despite clocking up 38 penalty points for speeding.

The motorist, who was caught exceeding the 30mph limit 10 times, has not been disqualified despite having more than three times the number of points needed for a ban to be imposed.

The shock figure is the fifth highest in the country after drivers in Oxford, Basildon in Essex, Liverpool and Wigan were found to have 51, 42, 42 and 39 points respectively.

The data was revealed following a Freedom of Information request to the DVLA by the Institute of Advanced Motorists (IAM). The inquiry also found that 13 people in Britain currently have 28 or more points on their driving licence.
